For tooltips we don't provide something out of the box but you still have the title attr (but I admit it's a "poor quality" solution)

For modal we provide a great solution!
It isn't in the text edition but on the component edition => link section.

Scroll it down and you will see "Open in"

You can use it for all kind of links. A page you created on your website (so you can do whatever you want in your modal) , a link to a YouTube video or a link to a google drive document.

I found a solution.

This can easily be done by copying the source code into an HTML block and then inserting the elements from there. I'm leaving this up in case someone else has a similar issue.
